08 Dec Interview with Zil Husam Abd Rahman, Chief Executive, Maritime and Port Authority of Brunei Darussalam
What steps has Brunei taken to become a regional logistics powerhouse?
Brunei aims to strengthen its role as a hub connecting Southeast Asia and beyond by facilitating the seamless movement of goods. Brunei’s strategic location and growing maritime logistics sector uniquely position the nation as a key player in regional connectivity and global trade integration. Over the years, the volume of vessels passing through the Muara Channel has increased from 10,735 in 2019 to 12,801 in 2023, marking a record high in the past five years. This growth reflects the essential role of Brunei’s transport and shipping sectors in supporting its aspirations for downstream industries and export-led economic activities. New investments in infrastructure, technology and innovation are aimed at enhancing the competitiveness and resilience of Brunei’s logistics sector and enabling it to meet the challenges of global shipping.
What upcoming milestones are expected to position Brunei as a critical trade hub in the Association of Southeast Asian Nations region?
Within the ASEAN Transport Strategic Plan, Brunei is focused on improving seamless connectivity, supporting global trade, addressing climate goals and driving economic growth. Specifically, the Muara port expansion project led by the Muara Port Company — a government-linked company under Darussalam — is a critical initiative to enhance Brunei’s maritime infrastructure. Scheduled for completion in 2027, this project will increase the port’s capacity and operational efficiency while supporting the growth of the local maritime sector, especially in its transshipment activities. Additionally, our country hosting the Maritime Transport Working Group meeting in April 2025 underscores its commitment to advancing regional and global objectives.
What is the Maritime and Port Authority of Brunei Darussalam’s (MPABD’s) mission as we move into the end of 2024?
MPABD remains focused on advancing sustainability, innovation and safety in Brunei’s maritime sector. The recent Brunei Darussalam Maritime Week 2024 showcased these priorities, supported by key industry stakeholders. MPABD has established a Maritime Emergency Response Center equipped with cutting-edge technology to handle sea emergencies, demonstrating its commitment to safety and operational readiness. Additionally, MPABD is enhancing navigation safety by upgrading local facilities to meet the International Maritime Organization’s standards. These initiatives reflect its dedication to fostering a reliable, safe and innovative maritime sector.
How crucial is adopting digital tools in maintaining competitiveness in maritime logistics? Digital transformation is vital for Brunei’s maritime logistics sector. MPABD’s implementation of the Maritime National Single Window system and MPABD Statistical System demonstrates its commitment to embracing Industry 4.0. We provide port clearance and ship registration through the Maritime National Single Window. These platforms simplify regulatory processes by consolidating documentation and real-time data into a unified interface, boosting efficiency, safety and sustainability. Moving forward, we are looking to fully digitalize all our processes. Compliance with international conventions further positions Brunei as a competitive player in the global maritime community.
What measures is MPABD taking to cut carbon emissions in line with national targets?
Sustainability is central to Brunei’s maritime operations. We are aligned with the national carbon reduction goals for 2030 and net-zero ambitions by 2050. Specific initiatives include creating a comprehensive carbon inventory by gathering emissions data from Brunei-registered vessels through the Maritime National Single Window. This data informs strategies for monitoring fuel consumption and implementing effective carbon reduction measures and ensures alignment with international sustainability goals.
What is your long-term vision for Brunei’s maritime industry, and what steps are needed to help the local sector achieve its full potential?
My priorities include enhancing operational efficiency, adhering to international standards, fostering innovation and building strong partnerships with stakeholders. My long-term vision is to transform Brunei into a leading hub for sustainable and innovative maritime activities. This involves investing in cutting-edge technologies, providing continuous training and creating a business-friendly environment to attract international investment while driving economic growth. International collaboration plays a crucial role in advancing Brunei’s maritime sector. Partnerships with global players — including the USA — strengthen local capabilities and create a foundation for sustainable growth. MPABD actively seeks partnerships with international investors who share its vision of fostering a thriving maritime industry. Brunei’s maritime sector is on an innovative path; we are setting new benchmarks in efficiency, sustainability and operational excellence. We are excited about the opportunities ahead and remain committed to aligning with global maritime standards to ensure a thriving future.
