Interview with Zil Husam Abd Rahman, Chief Executive, Maritime and Port Authority of Brunei Darussalam (MPABD)

What factors make Brunei an attractive destination for a world-class logistics sector?

Brunei’s strategic location and growing maritime logistics sector uniquely position it as a key player in regional connectivity and global trade integration. Over the years, the volume of vessels passing through the Muara channel has increased significantly from around 10,700 in 2019 to 12,800 in 2023, a record high in the past five years. This growth reflects the essential role of Brunei’s transport and shipping sectors in supporting its aspirations for downstream industries and export-led economic activities. Brunei aims to strengthen its role as a hub connecting Southeast Asia and beyond by facilitating the seamless movement of goods. Investments in infrastructure, technology and innovation have enhanced the competitiveness and resilience of our logistics sector and enabled it to meet the challenges of global shipping. Within the ASEAN Transportation Strategic Plan, Brunei focuses on improving seamless connectivity, supporting global trade, addressing climate goals and driving economic growth. Hosting the Maritime Transport Working Group meeting in April 2025 underscores Brunei’s commitment to advancing these regional and global objectives. Additionally, the Muara Port expansion project led by the Muara Port Company — a government-linked company under Darussalam — is a critical initiative to enhance Brunei’s maritime infrastructure. Scheduled for completion in 2027, this project will significantly increase the port’s capacity and operational efficiency while supporting the growth of the local maritime sector, especially in transshipment activities.

Can you provide an overview of Maritime and Port Authority of Brunei Darussalam’s (MPABD’s) mission in 2025?

MPABD remains focused on advancing sustainability, innovation and safety in Brunei’s maritime sector. Brunei Darussalam Maritime Week 2024 showcased these priorities, supported by key industry stakeholders. MPABD has established a Maritime Emergency Response Center equipped with cutting-edge technology to handle sea emergencies, demonstrating its commitment to safety and operational readiness. Additionally, MPABD is enhancing navigation safety by upgrading local facilities to meet the standards of the International Maritime Organization. These initiatives reflect its dedication to fostering a reliable, safe and innovative maritime sector. International collaboration plays a crucial role in advancing Brunei’s maritime sector. Partnerships with global players — including the USA — strengthen local capabilities while creating a foundation for sustainable growth. MPABD actively seeks partnerships with international investors who share its vision of fostering a thriving maritime industry.

What disruptive technologies is MPABD adopting as part of its digitization strategy?

Digital transformation is vital for the success of Brunei’s maritime logistics sector. MPABD’s implementation of the National Single Window system and MPABD Statistical System demonstrates its commitment to embracing Industry 4.0. With the National Single Window system, we provide port clearance and ship registration. These platforms simplify regulatory processes by consolidating documentation and real-time data into a unified interface, boosting efficiency, safety and sustainability. We are looking at fully digitalizing all our processes. Compliance with international conventions further positions Brunei as a competitive player in the global maritime community.

What initiatives is Brunei undertaking to enhance the sustainability of its ports and maritime operations?

Sustainability is central to Brunei’s maritime operations and aligns with its carbon reduction goals for 2030 and net-zero ambitions by 2050. Initiatives include creating a comprehensive carbon inventory by gathering emissions data from Brunei-registered vessels through the National Single Window system. This data informs strategies for monitoring fuel consumption and implementing effective carbon reduction measures and ensures we align with international sustainability goals.

What are your top personal priorities as the new Chief Executive of MPABD?

My priorities include enhancing operational efficiency, adhering to international standards, fostering innovation and building strong partnerships with stakeholders. My long-term vision is to transform Brunei into a leading hub for sustainable and innovative maritime activities. This involves investing in cutting-edge technologies, providing continuous training and creating a business-friendly environment to attract international investment while driving economic growth. Brunei’s maritime sector is on an innovative path. We are setting new benchmarks in efficiency, sustainability and operational excellence. We remain committed to aligning with global maritime standards to ensure a thriving future. The opportunities ahead are exciting.
